Is the 40% Rule Right?
One of the most repeated statistics in the gun control debate is the “40%” rule. As the saying goes, 40% of all guns are sold on the open market, maybe between friends or strangers but not through retail gun stores. That is why the President, for one, wants a universal background check requirement. But is this figure, 40% real? Here is one view from the Chicago Crime lab researchers.
